The Income Tax Department of India, through its authorised PAN card processing agencies (Protean/NSDL and UTI-ITSL), is replacing the existing PAN card application form system with 6 new application forms, effective April 1, 2026.

The current system uses two forms: Form 49A for Indian citizens and Form 49AA for foreign nationals and OCI card holders. The new system expands this to 6 distinct forms, designed to better categorise applicant types and capture more precise information in line with updated Income Tax Department requirements.

This change is part of the broader PAN 2.0 modernisation initiative being rolled out by India's Income Tax Department. Previously, applicants could provide Aadhaar as their sole Date of Birth proof document when submitting a PAN card application. This is changing.

New grounds for rejection Submitting only one DOB proof document after April 1, 2026 is a new grounds for rejection that did not exist under the previous form system. Why This Transition Creates Risk for DIY Applicants

The form changeover on April 1, 2026 creates a specific window of elevated risk for applicants who attempt to navigate the process independently — particularly for overseas applicants.

The postal delay compounding problem

For overseas applicants who must print, sign, and courier physical documents to India: the turnaround time from printing to delivery in India is typically 10 to 14 days. An applicant who uses an old template discovers the problem only after that postal delay has elapsed — pushing the entire application timeline back by weeks, requiring a fresh set of signed documents and a repeat courier.

This problem is structurally different from domestic applicants, who can re-submit within a day or two. For NRIs, each error in the document package is costly in both time and expense.

Highest-risk period The risk window is highest in April and May 2026 — when old form templates are still circulating online and may appear on general-purpose government guidance sites, but are no longer accepted by the PAN processing system. What Has NOT Changed

Given the scope of coverage around the April 1 changes, it is equally important to be clear about what remains unaffected. The following aspects of the PAN card system are unchanged:

Your existing PAN number remains fully valid. Existing PAN card holders do not need to reapply or take any action.
The PAN card number format — 10-character alphanumeric — is unchanged.

Processing timelines are expected to remain similar after the transition stabilises.
