Documents Required for NRI PAN Card Application

NRI with Indian Passport — Form 49A

If you are an Indian citizen living abroad and hold a valid Indian passport, you apply on Form 49A. These are the documents required:

Identity Proof (choose one)
  • Valid Indian Passport — mandatory for Form 49A applicants. Include the biographical data page, address page (if present), and any endorsement pages.
Address Proof — Your Overseas Address (choose one)
  • Overseas bank statement (within the last 3 months) showing your name and full address
  • Utility bill (electricity, gas, water, telephone) in your name, dated within last 3 months
  • Rental or lease agreement showing your current overseas address
  • Government-issued overseas address document (e.g., driving licence, state/provincial ID)
Date of Birth Proof (choose one)
  • Valid Indian passport (your passport simultaneously serves as identity and DOB proof)
  • Birth certificate
  • Matriculation certificate or school leaving certificate
  • Pension payment order
  • Marriage certificate (for some cases — verify on portal)
New from April 1, 2026 A new requirement is being introduced: applicants must provide an additional Date of Birth proof document, separate from Aadhaar. Previously, a single DOB proof was sufficient. From April 2026, two separate DOB proof documents are required. Acceptable documents include: birth certificate, matriculation certificate (Class 10), passport, or driving licence. Photographs

  • One uploaded digitally on the portal; two pasted physically on the printed form
What you do NOT need NRIs applying on Form 49A do not need Aadhaar. You do not need an Indian address. You do not need to prove Indian residence. Your overseas documents are fully sufficient.

OCI / PIO Holders — Form 49AA

OCI (Overseas Citizen of India) and PIO (Person of Indian Origin) cardholders who do not hold an Indian passport apply on Form 49AA.

  • Copy of your valid foreign passport (biographical data page; must be current and valid)

OCI holders who also have an Indian passport If you still hold a valid Indian passport (a situation that can occur during the transition period), use Form 49A, not Form 49AA. The form follows your passport nationality, not your OCI status.

Foreign Nationals (Non-Indian Origin) — Form 49AA

Foreign citizens with no Indian passport or OCI/PIO card who need a PAN for Indian income tax purposes apply on Form 49AA. The document requirements are stricter.

Identity Proof
  • Valid foreign passport with a valid India visa, OR OCI card
  • Passport biographical data page (photograph, name, date of birth, nationality, passport number)
Address Proof (choose one)
  • Overseas bank statement (last 3 months) — must show at least 2 transactions and be attested by the bank manager, OR
  • NRE/NRO bank account statement (if applicable) attested by the Indian bank
  • Attestation must be by an Indian Embassy/Consulate official, or carry an Apostille stamp, or be attested by the bank manager with bank stamp
Date of Birth Proof
  • Foreign passport (DOB page)
  • Birth certificate with certified translation if not in English
Attestation requirement Documents for foreign nationals (non-OCI/PIO) must be attested. Unattested photocopies will not be accepted. Attestation must come from an Indian Embassy/Consulate official, or the document must carry an Apostille stamp from the competent authority in your country under the Hague Apostille Convention.

Foreign Companies and Entities — Form 49AA

Foreign companies, firms, and entities with Indian income tax obligations (e.g., those receiving payments from Indian sources) also apply on Form 49AA. The requirements are:

Entity Documents
  • Certificate of Incorporation from the country of origin, issued by the relevant government authority
  • Registration Certificate from the competent authority in the country of registration
  • If incorporated in a country that has signed the Hague Apostille Convention, the Certificate of Incorporation must be Apostilled
  • If not in an Apostille country, the document must be attested by the Indian Embassy in that country
Authorised Signatory Documents
  • Board resolution or power of attorney naming the authorised signatory for the PAN application
  • Identity proof of the authorised signatory (passport)
  • Address proof of the authorised signatory

Photographs are one of the most common rejection triggers. The specifications must be followed exactly.

Print extras You need to paste two copies of the same photo on the printed application form. Print at least 4 copies to allow for any sticking errors. Photographs must be printed — do not handwrite anything on the front of the photo.

Document Preparation Tips

Self-Attest Every Copy

All document copies you submit must be self-attested by you. On each photocopy, handwrite the words “True Copy,” sign your name, and write the date. Your self-attestation signature must match your application form signature.

Exact Name Match Across All Documents

The name on your PAN application must match exactly as it appears on every supporting document. Even minor differences — an abbreviated middle name, a spelling variant, a hyphenated surname on one document but not another — can trigger a rejection or a query that delays processing by weeks. If your name differs across documents, attach a brief covering letter explaining the discrepancy (e.g., “Rajesh Kumar Sharma” versus “Rajesh K Sharma”).

English Language Requirement

All documents submitted must be in English, or must be accompanied by a certified English translation. If your utility bill or bank statement is in another language, obtain a certified translation from a notary or embassy before submitting.

Document Currency

Bank statements and utility bills must be within the last 3 months. Expired passports will not be accepted. Do not submit any document with an expired date as a primary proof.

Photocopy Quality

All photocopies must be clear, legible, and black-and-white or colour — not blurry, not cut off, not digitally compressed beyond legibility. If submitting colour copies of your passport, ensure the biographical data page is fully readable.

Common Document Mistakes That Cause Rejection

Rejection Cause 1: Unsigned or Wrong Self-Attestation Forgetting to sign photocopies, or signing in the wrong place (e.g., on top of the document image rather than in a white margin), will result in rejection. Every page of every document must be individually signed.
Rejection Cause 2: Expired Passport Submitted Submitting an expired Indian passport as identity proof is a guaranteed rejection. If your passport has expired, you must renew it at the Indian Embassy/High Commission before applying for PAN. There is no provision for an expired passport to substitute as identity proof.
Rejection Cause 3: Name Mismatch Between Documents Any discrepancy in name spelling, middle name inclusion/omission, or surname between your application form and your supporting documents will trigger a rejection or a Deficiency Letter requiring an affidavit. This is one of the most common causes of delay.
Rejection Cause 4: Bank Statement More Than 3 Months Old A bank statement dated more than 3 months before your application submission date is not accepted as address proof. Check the date on your statement — the statement date (not the transaction date) is what matters.
Rejection Cause 5: Non-Compliant Photograph Photographs with a coloured background, with glasses, taken from a driving licence or ID card (often low resolution), or that are blurry will be rejected. Use a photo taken specifically to passport standards.
Rejection Cause 6: Document Not in English Without Translation Bank statements or utility bills entirely in a language other than English, submitted without a certified translation, will not be processed. The PAN verification process cannot validate documents in a language they cannot read.
Rejection Cause 7: Applying When a PAN Already Exists Having two PANs is illegal under Indian tax law. If a PAN was ever issued in your name (perhaps by an employer or tax agent in the past), applying for a second one will cause legal complications.
